The memo is entitled: “Guidance on Agency Rif and reorganization plans that have been requested by implementing the ‘Department of Government Efficiency’ initiative ‘Department of Government Efficiency’.

“Phase 2 plans must outline a positive vision in the future more productive, efficient desk activities,” explains the memo. “Phase 2 plans must be planned for implementation before September 30, 2025.”
