A Jamaican man illegal in the United States was arrested in the Florida Panhandle Last week for sex crimes with a teenager, according to the office of the Bay County Sheriff.
Sheriff Tommy Ford said that Damian Gulgar, 44, is being accused of illegal sexual activity with a minor and deals with sexual intercourse without making a positive HIV diagnosis known.
Gulgar, who was arrested on January 29, is said to be HIV positive and be sexually involved in a teenager during an interview with law enforcement.
Ford said the office became aware of the crime when it received a report around the Sexual abuse of a child Earlier in January. The teenage sacrifice was then interviewed by the child protection team in the Gulf Coast Children’s Advocacy Center, where the meeting with an adult man, later identified as Gulgar, was announced.

“Sexual abuse of children is something that we will not tolerate. We have zero tolerance for that. We are proactive with that,” Ford said.
He also asked that parents follow the social media accounts of their children and train them about the dangers of meeting people they have met online.
On the front of illegal immigration – Ford said that immigration and customs enforcement (ICE) were informed of Gulgar’s arrest, which placed him on an ice hold.
“Once the state costs have been resolved, he will be converted into guardianship,” said Ford.

“This person can be a sexual perpetrator in Jamaica, or have a long rap sheet in Jamaica, we don’t have that information because they are illegal in the country,” Ford said. “I am happy that we finally have an administration that is willing to act and tackle this problem, because this is the kind of thing that continues to happen and it is not something that we will tolerate.”
