“That is hindered California in terms of enforcement of law enforcement and immigration,” said Desmond.
Desmond noted that some jurisdictions in California have gone even further than SB 54, so that extra barriers have been brought to hinder the enforcement of immigration.
“My colleagues voted in December not to allow our law enforcement in our prisons to be able to inform ice directly that this person who has been convicted and tested and convicted is now illegal in our prisons,” Desmond said.
