The director should be “a demonstrated ability in and knowledge of emergency management and domestic safety” and not to have less than five years of experience with managers and management in public and private sectors, according to the Bill Text.
Moskowitz emphasized how FEMA is under the “umbrella” of DHS with about 20 other agencies and said, “The set -up just doesn’t work.”
“By removing FEMA from the Department of Homeland Security and restoring its status as an independent desk at the level of government, my dual account will help to reduce bureaucracy, improve the efficiency of the government and save lives,” said Moskowitz. “It will also help to re -focus FEMA on its original mission: if an agency is responsible for responding before, during and after disaster events.”
