“Listen, I said you’d never get an infrastructure bill,” O’Donnell told Biden in the paper last conversation of his presidency announced on Thursday. “With my legislative experience, having worked in the Senate, I didn’t see how it was possible with this small, smallest majority in the Senate in history. To this day it still seems like a magic trick to me how you managed that. “
Biden’s Infrastructure Investment and Jobs Act, which was signed into law on November 15, 2021, has spent billions of dollars on environmental projectsincluding promoting clean energy through public transportation and cleaning up the environment.

“Well, look, the argument I’ve been making to the congressmen (and) senators who have come down is: How can you run the world without having the most modern infrastructure in the world?” Biden said.
“You combined domestic policy and foreign policy in a way I’ve never heard any other president do,” O’Donnell told Biden.
“Well, by the way, because it’s necessary,” the president replied. “There is no way to implement our foreign policy unless we are, in terms of our economic policy, in a strong position to do it. Look, Lawrence, you’re one of the most knowledgeable people I know.” I’m not asking – well, I shouldn’t say that and damage your reputation. But all joking aside, think about it. If we don’t run the world, who will?’ Biden said.
“What’s happening? I don’t mean dominate,” he continued. “I mean, leading the world based on fundamental principles like the UN Charter, that kind of – who steps up, who has the capacity to do that? We have the size, we have the scope, we have the capability, we have the technology. But we just have to get involved again. And that’s all I really did.”
